Raj Unnati Meeting: Rs 15,000 Crore Projects Reviewed

Chief Minister Shri Bhajan Lal Sharma said that villages, the poor, youth, women and farmers are at the centre of the State Government’s development agenda. He said the government has launched several schemes and programmes for comprehensive development extending from urban areas to villages and hamlets. Administrative officers should ensure their effective implementation and there should be no negligence in works related to roads, education, healthcare, drinking water, electricity and other public amenities.

The Chief Minister was reviewing the progress of projects worth approximately Rs 15,000 crore, along with various schemes and programmes, at the ninth Raj Unnati meeting held at the Chief Minister’s Office on Thursday.

He said that approvals, tenders and work orders should be issued within the prescribed timelines so that the public receives the benefits of development works and government schemes on time. He directed that all processes be streamlined and responsibility fixed for unnecessary delays in projects. Officials should regularly visit the field and inspect ongoing works. Effective monitoring of every scheme should be undertaken at every level, with the administration working in close coordination with the public.

Atal Pragati Paths to Improve Rural Connectivity

Reviewing the construction of Atal Pragati Paths in rural towns with a population of more than 5,000, the Chief Minister directed the Public Works Department to complete all remaining works of 2025-26 and ongoing works under the first phase of 2026-27 by November 2026.

He also directed that all construction works under the second phase of 2026-27 be started at the earliest. District-wise timelines should be fixed for the projects and their quality should be continuously monitored. Once completed, the Atal Pragati Paths are expected to improve rural connectivity and facilitate access to essential public services.

Technical Survey of 65,308 Government Schools Completed

The Chief Minister said the State Government is working to improve educational infrastructure by renovating school buildings and expanding modern facilities. An investment of around Rs 12,500 crore is being made for this purpose.

A detailed technical survey of all 65,308 government schools across 41 districts has been completed. According to the survey report, improvement requirements have been identified in 3,587 dilapidated school buildings and around 71,078 classrooms, along with facilities such as electricity, drinking water and toilets.

He said that over the last two years, 3,364 works for improving school facilities have been sanctioned, with Rs 1,220 crore already spent. Around 5,000 works worth Rs 2,500 crore are currently in progress, while administrative approval has been granted for 652 new school buildings and the tender process has been initiated.

Of the 82 works in tribal areas, 80 are in progress. The Chief Minister directed that all proposed works be completed within the prescribed timelines while maintaining quality.

He emphasised that improvement of school infrastructure is a priority of the State Government. From 2018 to 2023, Rs 2,287 crore had been sanctioned for this purpose, while Rs 2,973 crore has already been sanctioned during the tenure of the present government up to September 2026.

Atal Gyan Kendras to Support Rural Youth

The Chief Minister directed that work on Atal Gyan Kendras being developed at Gram Panchayat headquarters be expedited. He instructed the Panchayati Raj Department to complete the remaining works under the first phase at the earliest and issue approval for establishing 2,000 Atal Gyan Kendras under the second phase.

In the first phase, 2,052 centres have been sanctioned, of which 628 have been completed and work on the remaining centres is in progress. Under the second phase, 3,000 Atal Gyan Kendras are to be established, with approval for 1,000 centres already issued.

These centres will provide libraries, e-libraries, e-Mitra and online services, along with study facilities for competitive examinations.

Focus on Nutrition Alongside Education

Reviewing the Pannadhay Bal Gopal Yojana, the Chief Minister directed that milk be provided regularly to students and that its quality be strictly monitored.

He instructed the School Education Department to ensure 100 per cent supply of milk powder in all districts at the earliest. The School Education, Animal Husbandry and Finance Departments were directed to coordinate to ensure that the supply of milk powder is not disrupted.

Around 46 lakh students are being benefited under the scheme, which has a budget provision of approximately Rs 800 crore.

3.29 Crore Person-Days of Employment Generated Under VB-G RAM G

The Chief Minister reviewed employment generation under the VB-G RAM G Scheme in rural areas. He directed the Rural Development Department to ensure that every needy eligible family is provided employment and that payments are made on time.

He said that 3.29 crore person-days of employment have been generated under the scheme from July till date.

Target to Provide Pucca Houses to All Eligible Families by 2029

Reviewing the Pradhan Mantri Awas Yojana-Gramin, the Chief Minister directed the Rural Development Department to achieve the target of providing houses to all eligible families by 2029 within the prescribed timeline.

He directed that all ongoing houses be completed by December 2026 and that instalments be paid to beneficiaries on time. He also directed that approvals for the targets allocated for 2026-27 be issued at the earliest.

Land and houses should be allotted on priority to landless families residing on forest land, he said.

Over 8.68 Lakh Rural Complaints Disposed of

The Chief Minister reviewed complaints related to essential civic amenities in rural areas and directed the concerned departments to ensure their prompt disposal. He called for continuous monitoring of the process, with particular priority to drinking water-related complaints.

From January 1 to September 21, 2026, a total of 8,97,808 complaints were received from rural areas, of which 8,68,425 have been disposed of. Only 3.27 per cent of complaints remain pending.

He directed that complaints related to the Rural Development and Panchayati Raj Department be resolved on priority through Jan Seva Camps. District Collectors were instructed to organise camps simultaneously at the Panchayat Samiti level in Gram Panchayats where camps have not yet been held.

Problems related to drinking water, waterlogging and roads should be given priority during these camps, he said.

Bills for RITs to Be Introduced in Assembly

Reviewing the proposal to upgrade engineering colleges in Bharatpur, Bikaner and Ajmer as Rajasthan Institutes of Technology (RITs), the Chief Minister directed the concerned department to expedite the process of introducing Bills in the Legislative Assembly for their establishment.

He also directed that the concurrence of the Law Department be obtained at the earliest. The State Government will spend around Rs 300 crore on establishing the three RITs. The Finance Department was also directed to issue the necessary financial approval.

Six New Trauma Centres Reviewed

The Chief Minister reviewed the construction of six new trauma centres aimed at strengthening healthcare facilities in the State.

He directed the Medical Department to complete the Trauma Centres at Kolana (Bandikui) and Dalot (Pratapgarh) by March 31, 2027, and the centre at Desuri (Pali) by March 2028.

The upgradation work of the Trauma Centre at RUHS, Jaipur, should also be completed by March 2027. He directed that construction of the Trauma Centre at Sanderav (Pali) be started at the earliest after preparing an action plan.

The Medical Department informed the meeting that the Trauma Centre at Dudu has already been completed.

Providing Relief to the Public is Top Priority

Individual grievances were also reviewed during the meeting. The Chief Minister sought information regarding the case of Smt. Buskaro, a woman who visited the Sub-District Hospital at Lunkaransar in Bikaner district, concerning payment of the incentive amount under the Janani Suraksha Yojana.

He also reviewed the issue of waterlogging and mud on the main road leading to a school in Katelpura village of Dholpur and spoke to the complainants regarding both matters.

The complainants expressed their gratitude for the resolution of their grievances. The Chief Minister directed all departments and District Collectors to treat providing relief to the public as the State Government’s top priority and ensure that there is no negligence in this regard.

10 Major Schemes to Be Brought on SMART Platform

The Chief Minister also reviewed compliance with directions issued during previous Raj Unnati meetings and directed officials to expedite pending works.

Under the Service Management with Artificial Intelligence and Real-Time System (SMART) Scheme, he directed that 10 major schemes, including the Social Security Pension Scheme, Palanhar Scholarship, loans to Self-Help Groups, Lado Protsahan Yojana, Gargi Award and Mukhyamantri Yuva Swarojgar Yojana, be brought onto the SMART platform by December 10.

He also directed the concerned departments to make necessary amendments to the rules of the schemes and instructed the Chief Secretary to continuously monitor the process.

Development works under the Dr. Shyama Prasad Mukherjee District Upliftment Scheme for 2025-26 and 2026-27 should be completed before December 15, 2026, he said. Continuous monitoring should be undertaken to ensure timely completion of all rural development works.

Chief Secretary Shri V. Srinivas, along with Additional Chief Secretaries, Principal Secretaries and Secretaries of the concerned departments, Divisional Commissioners and District Collectors, joined the meeting through video conference. Additional Chief Secretary (Chief Minister’s Office) Shri Akhil Arora and other senior officers of the Chief Minister’s Office were also present.
